Compare spec and scope versions

Compare versions when a new gematik release touches a specification or a certification scope. Ask for the version history first, then compare the two versions by name.

Show the version history for this specification, then compare the current binding version with version X. Summarize the added, removed, and changed requirements, and flag the mandatory changes.

For certification obligations, compare the scope versions instead of the spec. That shows what changed in the certification checklist itself: added and removed requirements, and updated verification information.

Draft versions only appear when you ask for them. Treat them as proposed changes under review, not as binding obligations.
